Why this file is published at all

Given everything in the warning above, the reasonable question is why a records desk publishes this table. The answer is that it is the only public measure of the size of a category that no state directory covers. Missouri does not license non-medical care at home and lists none of it. The federal registry, for all its faults, is where these organisations do appear, and the shape of the number is itself the finding: a category with 1,162 self-registered organisations in one metropolitan area and no state directory is one where the burden of checking falls entirely on the family.

The concentration follows population, as any such count does. Saint Louis as a mailing city dominates, which reflects how postal addresses are written across the city and much of the county rather than a finding about where care happens. 14 of the 65 cities are on the Illinois side, where this category is licensed by the state and the federal count is therefore the less useful of the two records available.
